Automatically create a data resource from a GBIF download

Use this tool to download an archive you have generated through the GBIF portal.
This will create/update a data resource for this archive. To load the data, use the biocache commandline tools.

Note: This is a simple method of bootstrapping an installation with data provided by GBIF web services.
This is not intended for long-term production use.

An URL should look something like
https://api.gbif.org/v1/occurrence/download/request/0001008-150512124619364.zip
or it could be a URL to a previously downloaded archive (eg. shared via dropbox).
